Lucent QIP to IPplan conversion script

This script has converted 145 networks, 5639 subnets and 47425 objects
for me. A few errors still come up if there are single quotes in the
data (clashes with the SQL statement).

There is a lot of hard coding but I think it should be a good starting
point.

No I have the data in IPplan it is looking quite good.  I setup a
hierarchy of area, net range, subnet, ip address and it looks easy to
use.
