gdal-1.7.1.tar.gz repack for fedora.

 *  All doubted license issues 'TO_RESLOVE' according to PROVENANCE.TXT
 from mainstream regarding some files and its provennance are removed
 from tarball until they will get solved mainstream.

 * These removal render gdal to be not able to deal with removed formats,
 but license of this tarball should be safe now.

 * This tarball is not meant as fork of gdal project, only a clean license
 safe repack for fedora distribution.

 * This tarball 100% match timestamp and checksum of files and all files
 are the very same and untouched as original tarball gdal-1.7.1.tar.gz
 from mainstream provided project.
