Traffic shaper implementation is now very close to perfect :)). 

Shaper has been completely rewritten and implemented as LINKFD module. 
Now it can work with compression and can shape Ethernet traffic.

New shaper doesn't use timer, so the system calls don't need to be
signals protected, it does not split traffic to small chunks and does
not add TCP overhead. Since version 1.4 shaper doesn't use floating
point calculations. 

This shaper is designed to shape generic traffic, it means that the
burst speed can vary slightly but the average result should be correct.
Shaping algorithm now platform independent and you don't need to adjust 
it manually. However it works better on the systems with higher HZ and
more precise delays.

Minimal speed is 8 kilobits/sec, maximal is limited only by the 
capabilities of your system. On P200 with HZ=100, I've got accurate 
shaping on 1024 kbits, with HZ=1024 everything fine on 8192 kbits.
