General:
- Corrected a bad net.c file reported by Riccardo.

Changes submitted this submission:
- Updated the manual from version 3.8.5 to 3.9.8,
  and added a few changes.
- Updated apctest to contain latest 3.8.5 Runtime Calibration
  changes and to recognize USB, but print error message.
  Not tested.
