Type 'make' in the parent directory (linesrv-2.x.x/). If you're using Linux-PAM support, don't type make in the parent directory. Do it instead directly here in this directory. And compile linesrv separately (have a look at ../server/INSTALL on how to get working Linux-PAM support.) If erverything compiles without errors get this binary lclog from this directory and copy it to your webservers cgi-bin. Create in your document root a directory lclog and copy all files from linesrv-2.x.x/lclog/html/* to that directory (don't copy the html directory, just it's content!) lclog has to be on the same host as your LineControl Server. It has to be able to read the servers config file and the logfile (specified in cfg file as 'logfile <filename>'). Good luck! (but you shouldn't need it :)
